Provides guidelines forthe initial response to sus-pected terrorist incidents.Examines possible targetsas well as likely terroristdevices, and shows howhazmat response protocolscan be adapted to the ter-rorist incident. Four cate-gories of terrorist weaponsare studied: explosive &incendiary, chemical, biological, and radio-logical. Outlines the basic elements of aresponse plan, including designating inter-vention personnel, profiling potential terroristtargets, requesting support from outside agen-cies, and dealing with mass casualties. Terrorism: Biological Weapons
Provides response guidelines for suspectedbiological terrorism incidents. This programis designed for both emergency response andmedical emergency management personnel. Itfocuses on three different scenarios: (1)Intelligence agencies uncover the probabilityof a known threat and responders are calledout to support the operations of the agencies;(2) A device is actually discovered, eitherprior to or following a release; and (3) anattack goes unrecognized until a number ofvictims develop symptoms.Four major categories of biological agents
Profiles the four classes of chemical agents:lethal agents (including both nerve agents andblood agents); blister agents; choking agents;and incapacitating agents. Within each class,the program discusses properties and examinesthe mechanics by which the agent causes harm.Symptoms of both mild and severe exposuresare described. Warning signs and indicators ofa chemical attack are described. The programtells how emergency responders can protectthemselves against contamination and how todecontaminate victims, equipment and respon-ders. Procedures for mass decon are alsodepicted. Terrorism: Explosive & IncendiaryWeapons
Outlines response guidelines for terroristincidents that involve such weapons as pipeand fire bombs, rockets, hand grenades, suicidemissions and vehicles loaded with flammablefuel. The program details the different types ofexplosives and incendiary devices and tellshow terrorists acquire and fabricate suchweapons. It also discusses ‘dirty bombs,’ adevice intended to contaminate wide areas withradiation. Scenarios cover both pre- and post-detonated situations, and response guidelinesfor both are discussed. Evacuation distancesare studied, and size-up issues are examinedfor both scenarios. Strategic goals areprioritized.
